Position
Summary:

This position is responsible for providing leadership and strategic direction for engineering and related functions for the Cooperative.
This includes system engineering and design, system standards, distribution planning, transmission planning and maintenance, substation planning and maintenance, GIS/mapping, metering and grid modernization.

Essential Duties and
Responsibilities:

  • Responsible for systems inspections and long range planning for improvements, adjustments, and compliance.
  • Responsible for the overall direction and regulatory compliance for Energy Loss Prevention and overseeing the process for controls and loss prevention in all systems areas.
  • Development, implementation and enhancements of the overall GIS/Mapping programs.
  • Provide technologies to support resilient energy services and energy efficiencies throughout the service territories.
  • Establish and manage the Engineering Department strategies and Energy Services Management.
  • Manage long range engineering studies to ensure that the membership has adequate and reliable electric service.
  • Stay abreast of Energy Technologies & Innovative programs and make strategy recommendations for same.
  • Maintain a positive public image for the Cooperative through involvement in business and community groups and programs on a local, state and national level.
  • Maintain relationships with governmental entities that regulate the electric and power distribution industry.
  • Monitor progress and costs associated with execution of department work plans to ensure budget compliance and energy efficiencies.
  • Direct development and manage the Capital Improvement Budget.
  • Advise executive management team on issues and updates regarding rate design, tariffs, system operations, legal and regulatory standards in cooperation with Legal Services Department.
  • Direct and manage long range engineering plans for economical and reliable development of the transmission, substation and distribution systems.
  • Support development of systems that ensure continuity of operations during emergency operations and disaster recovery.
  • Keep abreast of all trends in the power distribution and energy management services and recommend changes to increase the efficiencies of the system, this includes staying abreast of advancements in technology and engineering standards.
  • Benchmark power distribution entities and develop industry leading edge recommendations.
  • Manage specific projects, and engage in other relevant duties as may be requested by the Chief Operations Officer.
  • Respond to membership issue resolution, service requests and complex customer relations related to Cooperative bylaws, business rules and tariffs.
  • Prepare and present reports and specific projects for the Chief Operations Officer, Chief Executive Officer, and Board of Directors.
  • Provide high level advice to the Chief Operations Officer regarding Engineering matters and implementation of agreed management decisions.
  • Present and maintain a positive public image when interacting with members, businesses, and local officials.
  • Provide employee guidance in handling difficult or complex problems and in resolving escalated complaints or disputes.
  • Interpret and communicate work procedures and company policies to employees.
  • Develop and manage budgets.
  • Maintain the security of confidential information.
  • Stay abreast of changes in technology

Supervisory and/or Leadership
Responsibilities:

Full range of supervisory activities, training, evaluation, counseling and recommendation for termination.
This includes, but is not limited to, effectively communicating organizational policies and other information to subordinates, ensuring that employees have a clear understanding of their responsibilities.

Knowledge, Skills and Abilities:

  • Knowledge of business and management principles including strategic planning, resource allocation, leadership techniques and budgeting.
  • Knowledge of using computer systems, which may include setting up and using hardware and software programs, entering data or processing information.
  • Knowledge of principles and processes for providing customer service.
  • Knowledge of electric power industry.
  • Knowledge of electric distribution and transmission system designs and operation.
  • Knowledge of strategic planning principles and deployment.
  • Knowledge of establishing emergency operations procedures and policies.
  • Knowledge of standard utility specifications and the National Electric Safety Code.
  • Knowledge of electrical efficiencies.
  • Skilled in Smart Grid technology and keep up with applied Research & Development for electrical grid best practices.
  • Skilled in monitoring and managing performance and establishing expectations.
  • Skilled in time management.
  • Skilled in anticipating, identifying, analyzing and resolving conflict and problems.
  • Ability to communicate effectively verbally and in writing.
  • Ability to present to large audiences and in public settings.
  • Ability to develop staff and lead large cross functional teams.
  • Ability to analyze and research issues.
  • Ability to establish goals and objectives.
  • Ability to develop and evaluate administrative policies and procedures.

Minimum Qualifications (Education, Experience, Certification, & Licensure):

  • Bachelor s Degree in Engineering or related field
  • Fifteen years directly related experience
  • Ten years in a senior level management position
  • Registered Professional Engineer in the State of Texas preferred
  • Valid Driver s License

Estimated Salary: $20 to $28 per hour based on qualifications.

The fraudster will send a check to the victim who has accepted a job. The check can be for multiple reasons such as signing bonus, supplies, etc. The victim will be instructed to deposit the check and use the money for any of these reasons and then instructed to send the remaining funds to the fraudster. The check will bounce and the victim is left responsible.
